
Last February 25 – March 02, 2013, DILG-Camarines Norte conducted a 3-day DRRM Training and Contingency Planning Workshop for barangay officials. Held in two batches in Bel-air Resort, Daet, Camarines Norte, the activity was participated by 203 barangay officials coming from the 27 barangays of Jose Panganiban. Barangays from Sta. Elena and San Vicente are likewise scheduled this March 11-13, 2013. Expected outputs from the training-workshop are the reformulated Barangay DRRM Plan and the Barangay Contingency Plan for each participating barangay.
The initiative was brought into being owing to notion that the dependency on local government interventions of vulnerable communities during disasters is prevalent among high risk barangays. Putting in place the groundwork, the said intervention was also envisioned in transforming subject segments of population into proactive and self reliant communities.
The activity was more skewed on strengthening the capacities of community people specially the vulnerable segments of the population in terms of increasing their awareness and improving their decision-making and response skills as first responders; this can be only attained if people are equipped with adequate information, aided with early warning systems, and guided with a responsive and informative community plan.
Corollary, it was also viewed that the constant community-based DRRM interventions are expected to improve resiliency of the vulnerable and hazard-exposed barangay constituencies with enhanced individual capacities to cope with natural and man-made stressors.
As an another bottom-up and participatory approach, several other societal outcomes that can be generated from the approach are the promotion of shared responsibility, sense of accountability, people empowerment, ownership and with culture of safety being cultivated.
With the approach, and given the perceived positive results that can be drawn from the activity, many other barangays and municipalities are likewise expected to undergo similar undertaking. – (PD Edwin F. Garcia)

The groundbreaking ceremony for the construction of potable water system Level II project in Barangay Mansalaya, Del Gallego, Camarines Sur was held last October 3, 2012 worth P 7 million funded under the Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) project of the National Government through the Department of the Interior and Local Government (DILG) and National Anti-Poverty Commission (NAPC) which will benefit 221 households covering a population of 1,400.
The guest of honor present in the groundbreaking was Dir. Blandino M. Maceda, the Regional Director of DILG V. Other personalities who were present during the groundbreaking were the municipal officials of the Municipality of Del Gallego and the barangay officials and constituents of Barangay Mansalaya who are the recipient of the water supply project. Said groundbreaking signals the start of the implementation of project in the Municipality of Del Gallego.
The initial 50% of the total amount of the project – P3.5 million, was already received by Mayor Lydia B. Abarientos of Del Gallego from Director Maceda in a simple ceremony held at the DILG Regional Office last October 2, 2012.
The detailed engineering designs of the water supply project have already been completed by the Municipal Government of Del Gallego and the bidding activity to choose the contractor that will implement the project will be done as soon as possible. It is targeted that the project construction will start by November 2012.
The Municipality of Del Gallego was conferred with a Seal of Good Housekeeping (SGH) in 2011 which facilitated in availing the grant of P 7 million SALINTUBIG project. The Municipality of Del Gallego is the only municipality in the Province of Camarines Sur which was able to avail the SALINTUBIG project for the year 2012. – (LGOO V Jerwin A. Novio )

All municipalities in the province of Catanduanes worked in unison and agreed to avail of the Sanggunian Information System (SIS), an ICT tool developed by the Bureau of Local Government Development (BLGD) to improve service delivery performance and effectiveness of the local sanggunian. Because of the multifarious role of the sanggunian, they deemed it necessary to fully capacitate on ICT and to enhance their administrative competencies to deliver their legislative tasks.
Executive Secretary Antonio Peña of the province of Catanduanes gladly welcomed a total of eighty (80) participants from the 12 municipalities composed of Vice Mayors, SB Members, SB Secretaries and legislative staff during the opening program of the three-day Installation and hands-on-training conducted on October 8 – 10, 2012 at the Capitol Dome, Catanduanes. He said that with the use of the system, the office of the sanggunian bayan will easily manage and institutionalize its operation in tracking down the performances of the sanggunian not only the current sanggunian members but including the previous sanggunians.
The speakers were LGOO V May Isabel Rosal and LGOO IV Rafael de la Rama both members of the Regional Technical Assistance Team (RTAT) assisted by LGOO V William Aldea of DILG Catanduanes.
According to DILG Provincial Director Atty. Arnaldo Escober, with the presence of the system, legislators can easily track down individual performances and accomplishments that will push for more responsive administrative governance. The Legislative Tracking and Performance Monitoring System (LTPMP) aims to improve information, planning and implementation, citizens’ participation in the decision making process, thus making the LGUs more accountable, transparent and effective.
